In explaining why the Lifeline program is being reviewed and suspended, the FCC lists “preventing waste, fraud, and abuse” as a key reason. Does the Bureau make it harder to close digital divide, or just step backward a little bit to reform the program in the near future? If that is the case, the question will be whether the changes will legitimately root out the concerns or whether they make it harder for eligible low-income households to receive the service.
